First your tank is not cycled. This is known as the nitrogen cycle where beneficial bacteria build in the tank to reduce fish waste (ammonia) to a lesser toxic form eventually nitrates. Although this white water the bacterial bloom (bacteria growing) is not harmful to your fish is is unsightly. You need to test your water daily to ensure there is no high amounts of ammonia here. If you see that the ammonia is high you need to do a water change....between 25-50%.

Depending on your particular guppies some are fine in cooler water while some of the more touchy fancy's need a heater. (Not sure what type you have)

A filter for any tank is really a BONUS and a must for others. If your water is not MOVING, or if you have nothing adding dissolved oxygen, your fish are not going to last long. An air rock or bubble rock or stone does absolutely NOTHING for adding air to the tank. It is decoration only. You will want to do a 25% water change no more every 2-3 days to be sure the fish have enough Dissolved oxygen in the water.

The top is or looks like it is foamy due to the stagnant water. 25% water change here. Did you add a dechlor or water conditioner? Or do you have well water?

You are pretty much at the max with your two fish in a 1 gallon. I am hoping they are both males here. If you have a female chances are she is with fry and your tank not being cycled will soon be over run.

I would suggest if you could afford it (Walmart full 10 gallon kit for 29.99 I think that is the new price) This has a filter, hood, dechlor, gravel heater and I believe 2 plastic plants to get you started./

Try the water change, get a test kit even if it is only the strips for your fish.White foamy bubbles top of my fishtank?
A fish tank should be left with the filter running for a week before adding any fish. This ensures that the water is well oxygenated. New aquariums often get cloudy within the first couple days, and letting them run is the best way to clear this up.

Water conditioners must be added to new fish tanks. Most municipalities add chloramine to tap water, which is harmful to fish, and will not dissipate no matter how long the water is left standing. Most water conditioners will remove chlorine, chloramine, and any heavy metals from tap water, but it is always wise to read the label to make sure.

Adding gravel to an aquarium not only makes it look nice, but helps create a place for beneficial bacteria to flourish. A fish tank should have at least an inch of gravel at the bottom. When purchasing gravel, a good rule of thumb is to buy one pound of gravel per gallon (i.e., a 10 gallon aquarium needs 10 lbs of gravel).

Hope this helps!! Have fun with your new fish!!
I had the same thing happen in my 1 gallon tank with no filter. I would suggest at least getting a filter. You can get one for that small of a tank for pretty cheap 10 bucks or less. That will help but you need to start testing the water. They sell ammonia test strips and also nitrite and nitrate along with ph hard water ect.. Read up on how to cycle the tank it will explain allot. Just goodle it there are tons of web sites. You can cycle with fish but it is hard on the fish and I'm not sure about guppies but most tropical fish can't take it and die. Start doing 25% water changes every day untill you get a filter and watch your fish close. If they start to show signs of stress I would see about taking them back to the store you got them from and waiting untill the tank is properly cycled and safe for them.
The tank is cycling, the whitish water is the build up of bacteria in the water. It will settle down in a few days, maybe a bit longer because your tank is tiny. Guppies really need to be in about 10 gallons to the 2 of them, no fish can be kept in a tank less then 5 gallons healthily. Sorry! Your pet store really should have informed you but most of them don't care what happens to the fish once it leaves their store, as long as they are making a profit. Your fish should be fine in there for a few weeks, but then you will need to upgrade to about 10 gallons so they can swim around and have enough oxygen to breathe, and so that ammonia level in the water is not too high. All fish MUST MUST MUST! have a filter, they can not live without one. The filter removes chemicals, toxins and cleans the water of things you can not do yourself. Another reason why fish aren't housed in tanks less then 5 gallons, is because they don't fit filters in them :(
in some fishes , it a sign that they want to put egg , inside the bubbles .

but not for guppy.

may be they are sick are they're going to die.

in this case , it's dangerous for other fish.

i have some experience about fish and aquarium .if you have other problem, you can contact me with this address asef21@yahoo.com

good luck
never saw this in freshwater tanks if it was a saltwater i would say it was caused by protein ( makes bubbles stick together )possible your water is low? have your water checked it has to be somthing in your tank
